Account has been disabled

When attempting to download an app, I received the message “your account has been disabled in App Store and iTunes.” I tried verifying my payment method and removing it and adding it again, but the issue remains unresolved. How can I fix this?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
