You need to identify wether you bought the phone from your carrier, or directly from Apple under the iPhone Upgrade Program.

If you bought it under the Apple iPhone Upgrade Program, a link was provided for you to check your eligibility. Here it is again: link-> iPhone Upgrade Program

You need to do this yourself, no one here can do it for you, and no one here can tell you if you are eligible.

If you bought it from your carrier under a plan, then only they can tell you if you eligible for an update.

If you did not buy it under either of those two options, then there's no reason to think you are eligible, but if you explain why you think you may be someone can better help you find out.

If you mean something else, please explain what you mean exactly, as otherwise its hard to guess without any details.

You can't. You have to delete things to create space. You can also go to Settings > iPhone Storage and try some of the recommendations to create space.
