Why does a sign appear on the pictures icon? What is this sign means ?
This is a feature of Apple Continuity and Handoff services...
The badge, that appears on your Photos App icon, indicates that you are viewing/editing a photo on another device that is signed-in to iCloud with the same AppleID. Tapping the icon allows you to pick-up whatever you were doing on the other device.
