Have a new SE watch the watch screen says device locked . Unlock iPhone to start using Apple Watch.

Okay, so did you unlock the iPhone? Did you try to unlock the Watch by using the number pad on the Watch face? Have you even paired the Apple Watch with your iPhone? If not, see this, Set up your Apple Watch - Apple Support
