I cannot delete an app from the iPhone.

I cannot delete an app from the iPhone, iOS 14.4.1. There is no option for offload in Settings, from the home screen I can only “Remove app from the Home Screen”, but there is no option to delete an app.

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
