Can "Expand Group" be prevented in Mail to a Group?

No. Tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.
However, if you don't want the recipients to see all of the other addresses put the Group into the BBC field. That way each recipient will only see their name. It helps keep other's privacy.
