Why can't I click and drag files from my pc to my iPhone but can click and drag from iPhone to pc when connected by lightning cable?

There isn’t much you can click and drag from an unjailbroken iPhone except for some (but not all) photos, and even then that is the wrong way to transfer photos. The security model of iOS does not permit external access to the file system.
I don't have a problem transferring photos from my iPhone to my PC, but I would like to transfer some photos from my PC to my iPhone. What do you think is the correct way to transfer photos?
