I don’t know much about phone background apps, because t I seem to be doing a lot of waiting and duplicating logging in iCloud.

Did you follow all the steps in the article below? If so, then you should be sharing a photo album.

What do you mean by waiting and duplicate logging into iCloud? More information would help.
