how do I insert a page break using numbers

You cannot manually insert a page break in Numbers.
In print preview mode note how your document will print out, then go back to regular mode and rearrange objects until you get the breaks to fall where you want them.
If you need to print out highly formatted documents frequently then Numbers may not be the right tool.
