Unable to build titles over background
I'm trying to build a simple clip with a few titles and captions, iMovie seems to limit me to one text block. Each additional text block is layered BEHIND the background layer. What gives?

Also, when you are typing in the title template text box, when you reach the end of a line of text you can hold down the Option key and press Return on your keyboard to start another line below it. You can repeat that procedure.

Can you post a screen shot of what you are describing? What do you mean by "layered behind the background layer". And could you describe more specifically what you are trying to do?
If you are talking about trying to stack titles, that can't be done in iMovie. Titles can only be added sequentially. You could create a new project for the purpose, then add your title to the clip, then export the clip and then import it back in to add your second title.

Your suggestion sounds like it will work for me (I should have typed 'stacked' not 'layered'. I'm just using stock elements to begin a timeline to edit. My screenshot:
