I have a 16gb IPhone 6 Plus. I have 5gb of ICloud in it. I want to download apps but the storage is full . If I buy 50gb of iCloud storage can I download the apps? Like a 2gb Pubg Mobile or other apps?

No. The 5GB is on Apple's servers, not inside the iPhone; unless you delete or offload content from it, you won't be able to.
