AirTag not connecting

I have a brand new AirTag. I removed the tab (and the tab is not stuck on the inside). It's not on a Managed ID account, it is IOS 14.6, have turned off and bluetooth, Wi-Fi, cellular, and location and phone many times. I have taken out the battery, then replaced it 5 times (and more), and cleaned the battery before putting it back. I also reset network settings.


Now what can I do?
