The ability to make and receive calls is dependent on your carrier. I suggest that you work with them about the ability to make calls. If you can send and receive texts, then you should be connected to their signal, so something on their end should be preventing you from making calls. A VPN is not necessary for making phone calls.

Unless the VPN is provided by your workplace to access a specific secure server, it's not really doing you any good. Your personal information is being routed through some third party's servers and many of them have very dubious privacy policies and records.
Is the VPN provided by a third party, like NordVPN? Or, is the VPN configured for connecting to your work place?
I brought my own I phone to qlink wireless and I had reset my phone and and now I can make send and receive texts but I cannot make or receive calls
