Are you trying to add that email account while you are on a cellular data connection or a Wi-Fi connection?
Let's try resetting the network settings on your iPhone and try adding the email account again. When resetting network settings, you will need to re-enter any saved Wi-Fi passwords on your iPhone, so be sure to have those handy before doing this step. When you are ready, tap Settings > General > Reset > Reset Network Settings, then try adding the email account again:
