All chargers were made of white plastic, no paint, no powdered coatings.
Even if it's a MacBook Air or MacBook Pro, the only current models, their power supplies are not painted or powder covered.
Was the computer housed in the White Apple Box with picture of the computer on top cover and was the Box Sealed in Clear Plastic that had to be broken to open ?? If not - possible the retailer switched the Original Charger for Fake
As Lanny has eluded to, Apple stopped selling the MacBook a few years ago ... so, it begs the question. Did you purchase this notebook new/refurbished directly from Apple or an Apple Authorized Reseller or used from another third-party source?
No, that would not be normal. If you suspect there is an issue with it, you have 14 days from the purchase date to return it for a replacement.
MacBooks haven't been sold for the last 2½ years, and their power supplies aren't painted?
From your description - should like a Fake charger and not OEM equipment. Strongly suggest stop using it as it may seriously damage the computer and return it.

i should say it’s more like a white coating

brand new and check the number i’d and put in it into apple
sealed in box and pretty sure it’s real just asking if it’s normal it’s not paint it’s like powder
Then, from my experience with Apple notebook chargers, I have never seen this issue before. That is, all of the chargers I had/have did not leave any type of residue when handled.
