No SIM card

I am trying to set up my new iPad, and early on it said this iPad has no Sim card. Don’t all new devices come with a Sim card? Also if I am on Verizon do I have to get a separate Sim card?

Unless you purchased the iPad from your carrier, you would have to establish an account with your carrier and get a SIM to use it on cellular. Otherwise, the iPad will work on wi-fi.
