Have you actually performed a Factory Restore (that reinstalls a fresh copy of the Operating System), or simply reset the iPad from Settings? These actions are entirely different in what they achieve.

If your iPad is stuck is a boot-loop, you’ll need to resolve this specific issue - which may entail “restoring” the most recent version of iPadOS to the iPad.

These support pages outline the available methods to restore an iPad - either from a backup, or to Factory Settings. You initially need to Restore to Factory Settings - and if the problem is resolved, you can then consider restoring your data and settings from your iCloud or iTunes backup:

Restore your iPhone, iPad or iPod touch from a backup – Apple Support

Restore your iPhone, iPad or iPod to factory settings – Apple Support

Restore all content to iPad from a backup - Apple Support

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support

Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store or Apple Authorised Service Provider (AASP) will be delighted to assist.

Hi MattoxK11,

Wondering which iOS version you have installed, and what you are doing on your iPad, when it restarts.

ie: are you attempting to use a certain app at the time ? or ?

Apple support have an article (link below) that may help, or provide clues.

If an app on your iPhone or iPad stops responding, closes unexpectedly or won’t open:

Or

Wondering if your iPad has enough memory / storage free to operate smoothly ?

How to check the storage on your iPhone, iPad, and iPod touch

If so, you might want to back up all your files, before deleting any you no longer need.

Note: You can also connect iPad to your computer wirelessly if you set up Wi-Fi syncing.

Hope there is something useful here, toward a solution :)
