Deleted texts
Deleted all text messages under my phone #. iCloud is grayed out and am not sure if I am backed up.
1 - how can I determine if I am backed up?
2 - can I retrieve texts without iCloud?

If you deleted your text messages, you will not be able to retrieve them. Once deleted, they are deleted forever.
If you have a backup of your device, and you do NOT use messages in iCloud, you may be able to restore your device from that backup (although at the expense of anything new since the backup).
