When I got my new iPhone the notes in the app have locks on them. And when I switched over it kept them locked and I don’t know the old password. I tried resetting the password but it is only for any new notes you want to lock. Is there any way to reset the old password, so I can go in and look at those notes?

You can not reset the password on existing notes.

If you can't remember the password you used to lock them, they are completely unreadable.
