How can i zero my apple id balance?

Hello, I want to change country on my apple store, but I still have a balance of $0.45 that I can't spend.

I would like to ask you to zero my account balance please.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
