Can Apple watches that are disconnected from cellular still call 911?

I know cell phones can call 911 even if they don't have a service plan. I recently got Watch 7, and was wondering if I can give my watch 4 to my mom for the fall detection. If the cellular plan has been deactivated and transferred to the new watch, and my mom uses android on her phone, will fall detection still be able to call 911?

Can I turn off 911 calling? I want to get my elderly Mom an Apple Watch as I'm concerned about her falling or getting stuck somewhere. Is there any way to turn OFF the automatic 911 call and instead just have her emergency contacts notified (calls or texts) if she falls or needs help? We do NOT want 911 called in these cases.
