My husband had originally setup the apple home. But we needed to start fresh so I then created the apple home using my appleID as the main account. I can’t add my appleTV. Is this because they are under my husbands appleID account? He has the ability to add things to apple home. Does he have to add them and then I’ll be able to see them?

Your problem is the Apple TV. The 2nd Generation model does not support AirPlay 2 which is a requirement for HomeKit. You would need either an Apple TV 4K or Apple TV HD.
