Just to confirm, do you have an active cellular plan?

If you are receiving a red ! mark....check your network connection.

Are you able to make and receive phone calls on your device?

Check your SMS settings.

Settings > messages > and make sure Send as SMS is enabled.

Carrier messaging rates may apply when enabled.
