I recently updated to macOS Monterey 12.1 and am now getting this suspect popup. Clicking 'No' only closes it out for a moment until it pops back up. Not wanting to click 'Yes' but am finding no helpful information on this online. This is a Macbook Pro 15" 2019 used for work so I am very cautious. Screen grab of popup provided below.

I think I have solved what this is. I did a logo image search and found it is a BeyondTrust, which is a new program used by my organization. Google image search saved the day, thank you for what time you may have put into this @BobtheFisherman.
