Buying iPhone

I am buying an iPhone to gift to my cousin who is currently living in Mexico. I am buying it directly from apple. Will he be able to use it in Mexico without any problems at all?

I buy Apple products from the USA and use them in India without any issue using SIM issued by Indian Carrier

You will have to buy an unlocked SIM-free iPhone from Apple. Purchase Apple Products from the Apple Online Store, Apple Retail Stores, and many Apple-authorized resellers and wireless service providers.
