It would have to be enabled on your old phone also, and it IS necessary to have 2 factor authentication on the Apple ID you have logged in on both phones. Can you see the passwords on your old phone in Settings/Passwords?
If you did not enable iCloud Keychain on the old phone before it was traded in, or if your Apple ID does not have 2 factor authentication, there is no way to get your passwords moved to the new phone.
No. So I will need to enter them as I go? It doesn’t seem to pop up automatically when I enter a new user name and password and ask if I want to save it. I have to manually add them in the keychain section?
Maybe I am mixing keychain up with my saved “Passwords”? I’ll have all my passwords saved in my iPad but the iCloud was not in. I put it on and now have two factor authentication and my Passwords are still there but nothing shows in iCloud section.
I did and the saved passwords are not coming up on my new phone. Even after enabling keychain.
I traded my old phone in.
It was enabled on old phone and I do have two factor authentication on new phone.
Did you have 2 factor on the old phone?
You don’t need to add them to Keychain. If you turn on iCloud Keychain, then log in to the app or the page, Keychain should ask if you want to save the user and password.

Your saved passwords are saved in keychain. If you turn it on (Settings[your name]/iCloud/keychain - On) on both the iPad and the iPhone they should sync.
