I can’t find and use my App Store to download any App, how can install it again?

The App Store cannot be deleted from an iPhone. It must still be there somewhere. Either in another Home Screen, in a folder, maybe moved to the App Library or restricted in Screen Time.
For the App Library option, swipe all the way to your last Home Screen, then swipe again to access the App Library, you can use the search there to find it, and drag it back onto a Home Screen.
If it does not show up there, then go to Settings->Screen Time->Content & Privacy Restrictions->iTunes and App Store Purchases->Installing Apps and make sure its set to "Allow".
