iPhone not ringing all the time

iPhone 8 Plus running 15.2.1 will ring sometimes and at other times not even for the same numbers. I’ve checked all of the settings and find no problems.

First recommendation would be to update the iOS for the iPhone to the current version, 15.3. Do you have an Apple Watch, or any other Apple device that is configured to share calls?
