Stolen phone
Is there a way to mark my phone as stolen using the serial number so that no one can take it in and try to use it? Basically flag that serial number as stolen since the IMEI can just be removed and changed.

IMEI can't be changed without swapping out the modem.
If they were going to do that, the serial number would change as it would require swapping out the logic board.
Apple doesn't accept reports of stolen devices or maintain any black list.
Report it to your cellular carrier.
