I understand that you cannot transfer monthly payment AppleCare plans which I do not want to do. I want to continue to pay for it while my family member uses the iPad with their Apple ID. I want make sure I can do this before resetting the iPad.

Yes, you can. Just keep paying for it. The Apple ID on the device doesn't actually make a difference. AppleCare+ Plans are device specific, not user specific.
Your planning to reset your iPad.
Your family member will set up the iPad with their own Apple ID, passcode, password.
You want to still pay for AppleCare on the iPad.
