If you’re on an iPad running iOS 10 (iPad 4th gen?), and have undoubtedly tried the Settings > General > Software Update, then your iPad hardware is too old to update to current.

If you have checked for updates and your iPad is current on iOS 10, it’s too old and too limited to run newer iPadOS versions.
There are no hardware upgrades available, and your options are a newer or new iPad.
