A continuously flash status light signifies a failure to start up properly.

First try a cold restart (disconnect from power for a minute or two).

If that doesn’t improve it, then the system software may need to be restored. Restore your Apple TV - Apple Support

Users can do that themselves for Apple TV (4th generation or earlier). For the 4K models, you’ll need the assistance from Apple.
