The "Read" message info will appear on the sender's device when you receive a message from them and read it.

The "Read" message info will appear on your device when you send a message to them and they read it.

Deletion of a message is done only after the message is read.

The definition of "Read" does not imply that one has read and understood the entire content. It simply means you had opened the conversation in the Message App.
