Troubleshooting "Unable to activate":
Your device is quite old. So, that may be the culprit. But, before making that assertion, try the following.
A. Install a Cellular Update:
It might be prompting you for a cellular update to install. So, go here for that. Update your carrier settings manually on your iPhone or iPad - Apple Support
Also...
B. "No Service":
"No Service" is shown on the top-left corner of your screen. So, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support

Q1. "I currently am on IOS 15 I believe, does that change anything?"
A1. All an update changes is security, compatibly, and ease of use (i.e. wearing a mask for FaceTime. But, with no SIM card, you will get this error.
Q2. "i do not currently have a Sim card for that phone."
A2. Get a SIM card form your carrier, and have it configured for use. All would work out.
