Hello royksjr,
Thanks for asking the Apple Support Communities about preserving a camera setting with an iPhone. Try this:
Go to Settings > Camera > Preserve Settings > Camera Mode and turn it on. Then, open the Camera app and take a picture at 16:9.

Note that the CCD sensor is 4:3, so a 16:9 image will not use the whole sensor, and thus will be lower resolution.

That’s correct. For any camera function 4:3 will provide the best resolution.
