If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. 

There is nothing you can do to clear an Apple ID that has been disabled in the App Store and iTunes, other than contacting Apple and working with them to resolve the issue or confusion’s that has arisen.
