Apple account disabled

I tried changing my payment details on my iPhone because I suspected my previous card was compromised. After inputting the new card details and submitting, I got a displayed message that said “ Your account has been disabled for App Store and iTunes “. This has been for two weeks now and I haven’t been able to access my backed up data on iCloud and all other services. Kindly help me with steps to take to enable my account again. Thanks
