I have family sharing. I have purchase sharing on my sons phone but he has to ask for approval for apps. I am not getting notifications for it what can I do to fix this?

I read that article and all of the settings are correct, however, our child's requests continue to go to our laptops and not our cell phones. How can this be changed/updated?
