Perhaps you have a WiFi Only model of iPad - as these have no SIM card slot or any Cellular capabilities.

Otherwise >>> Remove or switch the SIM card in your iPad - Apple Support

Recent models of iPad support eSIM. iPad models that support eSIM can have Cellular Service provisioned without using a physical SIM. If applicable to your situation, you may need to seek assistance from your Cellular provider to move service to your new iPad.
