Hello! You said your iPhone is full so you should clear memory. And last version is 15.5, what’s your iPhone version?? Better you update your iPhone with Mac/Windows and get Back-Up on iTunes, but if you want to download update with cellular you should open Setting> General> Date & Time> Set automatically> Off. After that take your iPhone date forward 3 months, and then try to download iOS version.

I think you have an iPhone 6S is this correct? My mom had this issue aswell and I spend hours cleaning her phone (did not have any effect) eventually I plugged my moms phone into my old iMac and updated it that way. It was a very frustrating experience.
