Share Playlist from Macbook iOS 12.4 to iPhone iOS 15.5

Sorry I know this has been asked and answered but there are 27 pages on the comment thread and I haven't been able to figure this out after reading through them all. I'm trying to share a playlist from my Mac to my iPhone. I don't want to pay for a monthly Apple Music subscription. This is music I own and have purchased from iTunes so it's authorized. Someone said you need to create an account in Apple Music through the "Listen Now" menu by clicking on the icon. But nothing happens when I do that. I just get the "Try it free" message. Again, I don't want to pay for a monthly subscription to share a playlist with myself across 2 devices. Surely there is a way to do this without signing up for Apple Music?

Plug iphone into your Mac. Then, navigate to Finder. Go to your device in Locations on finder. Click on your device. Go to the music section on the top of your finder

. Click on Sync
