I bought an iPhone 13 in a estate sale auction and its activation locked. Previous owner passed away.

How do I reset an iPhone that I went to restore and now it says it’s locked to owner when I bought it at an estate sale and the person is Deceased

Ask the heirs and/or executor to perform the actions detailed here:

Until they do so, the phone will remain unusable by you or anyone else.

Apple will not help you. We can’t help you.

Seems you've been scammed, though a full-assumption on my part. Sp, ask for a return. If you cannot get in to it, then it will stay that way. So, request a return.
