All of the sudden IMessage is "not enabled" but IT IS On
and it is enabled as a device on my iPhone 13 Pro Max

Quit the Messages app and relaunch it. Turn Messages off, then back on.
Restart the computer.
The times I have issues with Messages is when the AppleID becomes logged out or something weird happens where it temporarily becomes disassociated. These suggestions will ask you to log back into the Messages app if your AppleID became logged out/disconnected from it.
Sometimes the app on my iPhone can misbehave. On the iPhone I have to toggle things on/off related to the Messages app including rebooting my phone.

I restarted my iPhone after all that both Mac Pros are now sending MSM and iMessage go figure !
No settings have changed but I message stopped working on My 2021 MacBook MacBook Pro (14-inch, 2021)
