Someone told us when you leave a Apple 12W USB Adapter for iPhone/iPad plugged in with nothing actually being charged, it still uses electricity. Is this true??

yes, it's true.. although the amount of electricity it uses will be quite small compared to when you have something plugged into it. That is how any charger will work, unless it has a physical on/off switch on it.
