Does the fall detection on the Apple Watch call through your apple phone or does the watch need cellular service for it to use fall detection?
In Use Emergency SOS on your Apple Watch Apple advises "To use Emergency SOS on an Apple Watch that doesn't have mobile data connectivity, your iPhone needs to be nearby. If your iPhone isn't nearby, your Apple Watch needs to be connected to a known Wi-Fi network and you must have set up Wi-Fi Calling."
The instructions about setting up Fall Detection do not mention this but clearly your Apple Watch has to be connected to a phone network to call your emergency number. For an Apple Watch without mobile data connectivity this will be through another device as described above.

It calls via the phone but the phone must be within bluetooth range of the watch(about 30 feet).
