Redeemed a gift card. Balance of $10.00 shows on my account. Tried to buy an app for $9.99. Comes up insufficient funds. HELP !!!

Any chance, that you have ongoing subscriptions, and no other payment info registered? In that case you will need more Apple ID balance, so that you can at least pay your subscription, or buy an app, if you don‘t have any subscriptions.
