HomePod mini requires 20W. This is more than iPad chargers can supply. If you've lost the original power adaptor take it into an Apple Store and check that it powers up there, then buy a replacement.

Are you using the originally supplied power adaptor? Have you tried rotating the USB C plug 180°?

I have rotated the plug. So nay have the original wall adapter but have an iPad one I have tried with it.
