I have an old iMac Retina 4k 21.5-inch 2017 running on macOS Big Sur that will not update to mac OS Monterey despite the fact that it says it's compatible

Try updating while in Safe Mode. Not sure what your iPhone has to do with anything.

The software update screen continues with a spinning wheel. I have also tried downloading the update when it appears after I plug my iphone into the USB and it stalls after just a tiny bit of the line appears.
