Apple Cash would be part of Apple Wallet. Apple Wallet is baked into iOS. If you don't want it, you can certainly delete the Apple Wallet app off your iPhone. You can't modify the app contents otherwise.

I don't believe you can. Since you haven't set up an account however, there is no need to worry about its presence.
