Account disabled in the App Store and iTunes

My account has been disabled in the App Store and iTunes, how can I recover ??

You can't do that yourself. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.

It doesn’t works yet .. I have change my Apple ID

I am facing same problem again and again .. what can I do ? I am facing problem only in Apple store when I downloaded or updated application..
